In case of terminal server setups the X11 windowmanager runs often on the terminal while the kde application is served from some headless application server. This is also the case when seemlessly providing kde applications to windows desktops.
So being able to opt-out of installing a window-manager makes sense.
Damn Right! Not just 'makes sense' but "is the way things should be done".
