It was more logical to right-click on an icon, changing "its" size, and have *all* icons affected? ;) That's the reason for this change: "- Moving Icon Size to the global context menu rather than the item context menu where it made no sense from a context perspective" ( https://git.reviewboard.kde.org/r/109015/ ) Anyway, feel free to file a bug report at http://bugs.kde.org/.

No. This has nothing to do with Plasma, we are talking about dolphin here. Dolphin is not even released together with Plasma, it is part of KDE Applications (hence the different version number scheme, 17.04 vs 5.8/5.9). It doesn't make a difference if you run the same dolphin version in Plasma 5.8 or 5.9 (or any other desktop, for that matter).
