I'm not in Tumbleweed right now. But from memory when you add the panel - log out and log in.
If you want to disable it, click on Application Style ->Fine Tuning tab. Change Application Menu Bar to Application.
Please submit a bug report for the applications that do not show their menu in the Applications Menu Bar.

very helpful. Yes would be nice if you have 2 screens you also could have 2 Application menu bars and the bar would move the screen if you move the application to another display.
So its sometimes a bit bothersome if you have your Email client (Kontact) on the 2nd Display and the menus are on the first display.
So its a very nice feature but it has room for improvement.

Stefan, Please make a bug report. It's the only way to improve it.
