What makes you think the pager is discarded?
Its default count is one, presumably because upstream thinks people should be using activities instead of virtual desktops.
openSUSE's default count is *two*.
Unless you install the upstream branding, i.e. plasma5-workspace-branding- upstream instead of plasma5-workspace-branding-openSUSE.
When I'm doing initial openSUSE installs, as done with their equivalents in KDE4, I taboo plasma5-desktop-branding-openSUSE and plasma5-workspace-branding-openSUSE so that only upstream KDE branding would routinely be experienced.
Well, upstream's default is 1, yes. But that has also been the case in KDE4 since years already. So hiding the pager by default is not a recent change at all.
