And if the theme does not specify a wallpaper, how can I control it separately? Where can I tune it? I use different wallpapers on different occasions (activities). So a single wallpaper per theme is not what I want. And I certainly want my login and locking screens to use a different background compared to the "normal" modes.
What I do if I want a different wallpaper for screen locking, is change the metadata-desktop file of the theme.
As šumski correctly points out in his reply this changes the defaut wall paper which is not what I want.

Interesting, that location does not exist on my openSUSE-12.2 using KDR410. Instead I have a file /etc/kde4/kdm/backgroundrc which referes to a non- existing background jpg file.
