I have no idea. I've always turned that "feature" off right from the start. Personally, I like having KDE start up in a constant state, so I use the Autostart folder. I do the same in all my apps - I hate the "open the last thing I was working on" option anywhere.
The 'Restore manually saved session' option in KControl->Session Manager is for you then - it adds a 'Save Session' option to the K menu/kickoff that snapshots the apps that are running and window placement, and on next login it is this session that is started, so you don't have to mess with Autostart.
