The script at /usr/share/kde4/apps/plasma/layout-templates/org.kde.plasma- desktop.defaultPanel/contents/layout.js creates the default panel and sets its height.
The problem is similar to above with fonts. One of the nice things about the way openSUSE used to be was 10pt for most desktop fonts. Remembering it's easier to make too big fonts smaller than the converse, now that it's been shrunk to 9pt, the first thing that needs fixing after a new install is the fonts, as everything that needs to be configured in KDE on first instance depends on it. I'd rather fix whatever file in /usr/share/kde4 controls them so that every new login has big enough to start with. Where is that?
