All your user settings are in hidden files and folders in your home folder.
Either back up your entire home folder, or cherrypick the important stuff.
I agree with Martin, I'd like to add that since you wrote to the kde list, many of the config files you want will be in the ~/.kde folder, but don't neglect your mail or kde4 settings. Some of these things will depend on your mail client, your distro and whether you are running to kde3.x or kde4.x. openSUSE11.1 defaults to kde4.x, so if you want to use your kde3 settings, be sure to install kde3.5 (found in the "other desktops" configuration. One last thing... What you are doing is made much easier by creating a seperate /home partition, then when you change distros or do an upgrade all of your data and settings are already in place. If I were doing what you are doing and did not have a separate /home partition I would probably try to do a complete backup of /home/usersname/ to cd, dvd or another drive, then during the upgrade/install create a new partition to mount as /home.
