It replaces krandr, which has been "mandatory" for years in kde-workspace. It does nothing on a single screen setup, exactly like krandr (not to be confused with krandrtray).
It definitely does more than nothing in Fedora 19's current implementation. I expect first instance on new installation (empty ~/.kde)(at least) to open according to xorg.conf specifications.
