I made that test with an vCard export. The file seems to be written as utf-8 but guessed as iso8859-15. When I change the encoding to utf-8 in kate it is displayed correctly (and kate seems to remember that). However, kaddressbook still seems to assume some iso-encoding.
The charset handling was broken up to 3.5.8.
