On the desktop machine with cable and static IP controlled by wicked there is no need in NetworkManager, so I encountered the same issue. As you wrote yourself it was just recommended until recently. But users had problems and asked for help because it was missing, see the opensuse-factory mailinglist or the openSUSE forums. Those probkems might actually have been caused by the fact that plasma-nm5-xxx didn't obsolete plasma-nm-xxx though, which caused a conflict that needed a manual resolve AFAIK. In such a case, recommended packages are just ignored I think. If that was indeed the reason, changing it back to Recommends should be fine I suppose, as that issue has been fixed already. Other than that I have no strong opinion either though.
