There is quite a lot wrong in the url, you're using: ftp://mirrors.mathematik.uni-bietefeld.de ^ must be an "l" = el pub/linux/SuSE/ must be pub/linux/suse/
In total this is: ftp://mirrors.mathematik.uni-bielefeld.de/pub/linux/suse/apt/SuSE/8.0-i386/
But before you become happy, the above mentioned apt repository is only copying parts of the gwdg apt repository :(( That is confusing, but that's the way it is (free service).
The apt component "funktronics" is not provided, just like usr-local-bin, extra, neither are I believe: suse-people, suser*, packman*, kde3-stable.

What you can do of course is refer to the uni-bielefeld.de apt repository for base, update, kde, etc and the rest must be taken from gwdg.
You could do it the old fashion way and just pull it down via ftp. :)

I can be found here. I think you might have to do an apt-get update to right your db files because the above directory on gwdg.de is where apt would be looking for this pkg. Of course I don't have funktronis in my sources file so I don't know what that provides. I'd go get the files
Funktronics provides rpms that are mostly used in video related applications.
