My box that I first noticed it on, the problem cleared up with a logout and back. But I know this had already been done since updates, so I

it wasn't anything to do with me needing to do that.
I created a new user and it was fine too.
Try to figure out what is blocking to build the context menu, and whether the contents of the selection affects this. My gut feeling is it's the new- in-4.10 Activities submenu, as I could imaging this is making a blocking call to kactivitymanagerd to build its submenu. You could verify this by seeing if you make a dbus call to kactivitymanagerd when the dolphin context menu has hung.
I remember there was a bug report about that one, This one: https://bugs.kde.org/show_bug.cgi?id=295933 but marked as resolved with 4.9.4
