I don't think so as Qt 4.7 hasn't been released yet and the package freeze for oS 11.3 is soon I believe. However, I guess there's no reason why someone couldn't make a build repository for some of KDE: projects which builds on top of KDE:Qt47 so that those who want it can use 4.7.
