I'd like to add that since you wrote to the kde list, many of the config files you want will be in the ~/.kde folder, but don't neglect your mail or kde4 settings. Some of these things will depend on your mail client, your distro and whether you are running to kde3.x or kde4.x. openSUSE11.1 defaults to kde4.x, so if you want to use your kde3 settings, be sure to install kde3.5 (found in the "other desktops" configuration.
I'd like to add that you need to take care of correct permissions and link usage, so your best bet is to tar up /home with the --archive option, and then create the new user, but don't log in yet. As root you need to extract that archive back into /home again and check that the file permissions are right, if they are not run a 'chown -R USERNAMEXY:users' over the whole directory in case user ids mismatch.
