kdebase4-wallpapers (and kdebase4-wallpaper-default) is still available in the KDE:Applications repo. No idea why it has been removed from the distribution, probably because it's not part of the KDE Applications releases any more since 15.12 (it didn't really make sense to release the same unchanged wallpapers every month again and again, so upstream removed them). We could probably add it back, but maybe it's good enough to only have it in an addon repo too. But that won't help you with the splash screen anyway, see below.

Well, the splash themes consist of more than just the wallpaper. And they don't use the standard wallpapers, but bring their own background images... IOW, they are self-contained. There is no "Elarun" splash theme, what you probably mean is called "Oxygen" and is part of the package oxygen5-style. This does include the "Elarun" background image. And just to be sure: you can configure the splash theme in "Configure Desktop"->"Workspace Theme"->"Splash Screen" Or select "Oxygen" in the "Look and Feel" module, that should set the splash theme too (but I'm not sure about that). But again, you need to have "oxygen5- style" installed to have that option available.
