As far as I know the ":" indicates that there are sub projects underneath the directory name. This to distinguish a package repository from a sub-project structure. An good example is Education. There are two directory names, namely: Eduction (without ":") that contains the sub directories for the build targets against which the packages in the Education project are being build. Education: (with ":") that contains the sub directories that represent the sub projects under Education with their build targets. So in the end it is just to keep the build targets for a project separated from sub projects.
