I reproduce this failure in 15.1/TDE, fixed by installing missing packages. I'm not sure which, possibly yast2-x11 or libqt5-qtstyleplugins or libyui-qt-pkg9.

It was libyui-qt-pkg9, after installing that yast2 sw_single works fine. Update removed yast2-branding-openSUSE and installed yast2-theme and yast2-theme-oxygen, so my icons are gone again, but at least yast2-control-center-qt3 is working fine. Now if we can just get a fix for the icons I think it will be fine for 15.1.
It also looks like yast2-branding-openSUSE from 15.0 needs to now be made a part of yast2-control-center-qt3. Since the package has been dropped from the distro, we should just move the icons into the qt3 control center -- unless you have found another package that provides the icons on 15.1 that I haven't been lucky enough to hit on yet. My 15.0 yast2-control-center-qt3 is perfect. So it looks like this may just be a matter of a LOT of new missing dependencies in the yast2-control-center-qt3 package in 15.1 due to how the yast2 packages were shuffled around between 15.0 and 15.1. -- David C.
