Thank you for having me.
The reason why updates were so many (in July) is mainly due to Tumbleweed.
In July, "update-desktop-files" package in Tumbleweed removed old desktop
environment (including KDE3) and it causes build failure.
Since "update-desktop-files" is used in many places in KDE3, so it caused
many package update.
See changelog (rpm -q --changelog kdelibs3, for example) for more details.

As to rebuilds, they should not be that frequent now since the patches for reproducibility were added by Bernhard Wiedemann. This means all the time stamps etc were removed from the build result, so unchanged pachages are identical after rebuilds. For insatance, when kdelibs gets rebuilt, it typically would not change and as such the rebuild of all packages dependent on it will be skipped (and the new build will not be put into the repo).
