I'll add another, probably controversal idea: If we find a volunteer who _quickly_ migrates everything to discord (as soon as we have the forums moved to NBG), would the PHP in SLE 12 be old enough for the current vBulletin version? (Obviously this really should only be used as a temporary solution - running the old vBulletin version for a longer time is not a good idea.)
Running the older version for longer doesn't really make things any worse than they are :-) If SLE12 has php 7.1 or older, that should be fine, afaict.
I'd prefer to keep the forums integrated in the single sign on. Per, AFAIK you already got the files for the forums. Can you please have a look how the login is done? If grep -r HTTP_X_USERNAME gives you a result, then it's really using the login proxy.
