Definitely, it is dangerous to run Leap 42.3 and it is the worst practice from system maintenance point of view. I feel even stopping the service is better then running a vulnerability-prone system.
Furthermore given the amount of time needed to just get a forums database export it's a long running migration project anyway.
Last not least running non-free / non-openSUSE software also seems to be a pain.
=> I'd vote for migration to another forum platform.
Although I do not know much about vbulletin, since it non-free software, I very much agree with you. Yes, we should migrate it to free software platform.
darix already worked on packaging and running discourse. That seems to be a good option.
