GHC HQ has decided to focus on stability and performance of the compiler for the 8.2 release. So we could wait and update ghc-bootstrap to 8.2 at the same time we switch to ghc 8.2. IIRC, performance of the 7.8 versions is better than 7.10 and also 8.0 at least on Intel. In any case, the compiler that ends up in the distribution is always self-bootstrapped, i.e. bootstrapped with a current ghc that itself was bootstrapped with ghc from ghc-bootstrap.
