[New: openFATE 308967] Allow Oracle Instant Packages

This was attempted before but all the work was lost because the files were deleted from OBS. The InstantClient can be redistributed and it doesn't require any license to be used, the only issue is that it doesn't include source code. This can be handled like Sun's Java or Adobe Acrobat.
