At least for VirtualBox it's not configurable. When installing openSUSE in VirtualBox, the check button "run system clock at UTC" is automatically checked. Since in most cases I can imagine that's wrong -- why not detect the installation inside a VM (with dmidecode string) and automatically not check that button? -- openSUSE Feature: https://features.opensuse.org/308481
