Actually that is EXACTLY what it means. To take part in testing of enterprise products there are certain criteria to be met, Novell also likes to have regular contact with testers and and sometimes assign specific tasks to testers. In order to get the Beta you must sign a NDA, so I don't think anybody will... But you can apply to the program...
