Who maintains each RPM package?
Is there a canonical, publicly-accessible database which maps openSUSE RPMs to the group/person/URL/email that maintains them? Specifically, I'd like to report or track the current problem with `jupyter` pulling in all of `python310*` (despite everything required being in `python311`), but more generally some other longstanding issues like `transfig` pulling in over 2000 `texlive-*` packages, or `mate-terminal` not getting its required `libmate-desktop`. (On the latter, yes, I know: "It's too much trouble for packagers to know all their dependencies so they just rely on having their pattern installed". Sigh. I thought dependencies were the fundamental point of RPM -- or any package system -- but maybe that's just me.) I don't know if I'd get any progress on these kinds of non-fatal problems, but I'd at least like to know the maintainers were aware of them. Or should I just file a report on Bugzilla (or post here) instead?

it is visible from OBS, either from the website, or osc maintainer <package>

As always with open source, if I got a response to my "transfig pulls in 2000+ textlive packages" complaint (which is more of a feature request than a bug report) of "That's the way we designed it", that would be acceptable. Yes, I saw the early discussion (which I can't find now) but not the bugzilla. I'll try reinstalling jupyter (which I removed along with all of 310, plus some 311 dependencies). Thanks.

As always with open source, if I got a response to my "transfig pulls in 2000+ textlive packages" complaint (which is more of a feature request than a bug report) of "That's the way we designed it", that would be acceptable. I'd just be curious if it was instead, "Oh, we didn't realize that. Maybe we'll change it."

Requests are for code changes (new versions...) Requests are for code changes (new versions...)
Once logged-in, you can pop into the devel project/package Users' page[3] and you'll see on the right a letter icon with the email address of the person so that you can contact them
The best way for that is, when available, to use the sidebars' Report Bug button, as it will have preassigned the bug to the correct person already (wernerfink here)
If it doesn't exist, you could assign (Show advanced fields on Bugzilla and pop in the email address you found earlier) the bug to the most recent contributor

OBS is using the same user database as bugzilla so you do not need to create any new account (assuming you already have bugzilla).
