The packages.txt is hardcoded to the content of the livecd. I don't think there is a way to make this more dynamic. And of course you can generate a gnome-bundle for the rest of GNOME - just as we have kde4-l10n-<lang>. And there you can dynamically pick all of GNOME and leave out those that you find in the buildrequired bundle-lang-gnome.
