I am an openSUSE user, discussing bugs in openSUSE and even participate in the bug reporting. I expect the builders to take responsibility for the distro problems and if necessary, take them upstream.

Well, as it turns out, it affects Gnome too. As I do not use Gnome I wouldn't have known that, unless someone mentioned it. So, I'd be bugging the KDE team about something that isn't their fault and be sent back to openSUSE. This is precicely the reason someone at openSUSE should take ownership of the issue, just like I did at IBM. Otherwise, you'll get into the situation where two groups point their fingers at each other and the user is left with an unresolved problem. The KDE people at openSUSE do not use Gnome either, so they do not know either but – as you – would have to spend their time on nm-applet. They might not know the code of the KDE frontend for NM either, so they have to ask upstream or dig though the code. Upstream, i.e. the dev who maintains the frontend to NM and thus knows the code, could tell you straight away – not a KDE issue but a backend, i.e. NM issue. Taking ownership of every issue is impossible within the openSUSe project and neither efficient nor effective, i.e. does not make sense for an open source distro like openSUSE. That's why there are other products where you pay for that service.
