[opensuse-factory] KMPs fail to build lately

I have noticed that many kernel module packages fail to build after a recent (kernel?) update. The relevant message in the log is: /usr/src/linux-4.13.11-1/Makefile:942: *** "Cannot generate ORC metadata for CONFIG_ORC_UNWINDER=y, please install libelf-dev, libelf-devel or elfutils-libelf-devel". Stop.
