Already reported as bug:
In short, kscreen1 (the KDE4 version) fails to build in Leap 42.2 so it is not
available, but kdebase4-workspace (the KDE4 desktop, that's not supported or
even usable any more) requires it.

If you mean that kdevelop4 also fails to build, that will be addressed of
course and actually will be fixed by the kdebase4-workspace update that's yet
to be submitted to Leap 42.2.
I just want to point this out in order to avoid
accidental gaps in the
final release. If there is a plan to perform these updates at a later
time please ignore this post.
Of course we (as in the KDE team) plan to perform updates to 42.2 as time
permits, some packages (e.g. kscreen1) will likely just be removed though.
