Does it mean future openSUSE versions will not include this labrary? About 13 packages in KDE:KDE3 do require this and other libraries that exist in Factory but NOT in Leap. libzrtpcpp2-devel scim-devel mpich-devel libcms-devel Also Leap does not include KDE3, even the runtime library. libzrtpcpp2-devel scim-devel mpich-devel libcms-devel
I don't see mpich or libcms in factory, but maybe they aren't named as I assume. In your shoes, the first thing I would do is branch libzrtpcpp2 and scim from their respective devel projects to the KDE:KDE3 project. You can do that easily from the WebUI for OBS. network:telephony > libzrtpcpp2 M17N > scim I don't have maintainer rights on KDE:KDE3, but you do. If you are logged in there should be a"branch existing project" button at the bottom of the list of packages at https://build.opensuse.org/project/show/KDE:KDE3 That may let some of the dependent packages build.
Also Leap does not include KDE3, even the runtime library.

But should I do so if they all exist in Factory? Formerly openSUSE was based on Factory so that I knew what would be in openSUSE and acted accordingly. If something was in Factory it would remain in openSUSe and otherwise I would search for a methot to make the packages not to depend on those libs (ofter with loss of functionality). This is not how Leap worked: aside the base stuff, missing packages had to be requested for inclusions (if their maintainers had not done so already).
