VirtualBox 7.1 is out and Leap has not gotten 7.0.20 yet.

Thats a good question :-) Packages coming from openSUSE usually go into Backports, unless they are somewhere in SLE, which is not always visible. That was one of the major painpoints in Leap 15.6, as e.g. a bunch of packages had to be updated to SLE, another one to Backports (talking mainly about python stack, as I did some work there). I just see I have still some ~30 submissions to SUSE:SLE-15-SP6:GA open that need to be deleted, as these are processed in the SUSE IBS system to which oS contributors dont have access. And there is no link back to OBS. I guess @Lubos is happy to explain how that works. If you by chance submit to the wrong repo, the maintainers let you know. Cheers Axel
