VB_devel_project and VB_Packages are *placeholders* for the project resp.
the package.

Try:
osc mr -m 'update to Virtualbox' Virtualization virtualbox
openSUSE:Backports:SLE-15-SP6:Update

virtualbox is already in openSUSE:Leap:15.6:Update. Why push it to 
openSUSE:Backports:SLE-15-SP6:Update?
