You need to be a bit more explicit about your setup. For example, I have a disk with a GPT-partitioning scheme, a non-EFI boot, and booting from the partition, not the master boot record. For this scheme, TW has never failed. Installation of Leap 15 has failed to set the legacy_boot flag on that partition, and running YaST => System => Bootloader has also failed to set the correct flags. As shown in boo#1084017, the latter problem was fixed. I have not done a full installation of Leap 15 to see if the whole thing is fixed. If your system differs from mine (likely), you need to file a bug along with the necessary YaST logs. How can you be so sure about that? Just two days ago, my bsc#891678 was closed as WONTFIX because 13.1 is no longer supported - but I had exactly the same problem with 42.3 and I'm pretty sure it will be the same once I try again with 15.0 (or Tumbleweed).

I think that bug explained it good enough: GPT partition table without GPT boot partition. Worked by accident with old grub, but never by design. So you had pure luck. Since this thread started, I have been doing a bunch of testing. My testing was all with Leap 15.0, and most of it with Build 197.1 I mostly did installs to a KVM virtual machine. I have tested UEFI and legacy booting. And I have tested GPT partitioning and MBR partitioning. Grub booting has worked in all of the combinations that I have tested. What I did not test: Legacy booting, GPT partitioning, "btrfs" file system and no bios_boot partition. I did not test that, because I do not expect that to work. I also did not test MBR partitioning where the gap between the MBR and the first partition is small, and "btrfs" is used. Again, I did not expect this to work so I did not test. For my tests with GPT partitioning and a bios_boot partition, I put the bios_boot partition at sectors 34-2047. That way it uses space otherwise wasted. The installer does not like that, and wants to create a larger bios_boot partition. But I persisted with that, and it worked just fine. It works fine that way with "btrfs" file system. Should work with Syslinux gptmbr and grub2 installed on partition; whether YaST is prepared to setup it I do not know.

What "it" do you mean here? bios_boot partition contains grub2 core.img which (for btrfs on BIOS) is about 40K. Still fits into 2M space but no more into legacy 63 post-MBR sectors.

I think it needs more that 512 bytes. The bulk of the grub code is in "/boot/grub2/i386-pc/core.img". It needs enough to be able to locate that code.

No. /boot/grub2/i386-pc is subvolume and so exempt from (root) snapshots. There is always only one bootloader which is overwritten on update.

That should not matter in most cases. The disk controller only needs to be able to access the disk. It should not care about content. The BIOS does look for an MBR. The GPT format begins with a "protective MBR" which should satisfy the BIOS. I have used a GPT partitioned disk in an older computer. If you don't like GPT partitioning, then use the expert partitioner for Leap 15.0 (or for Tumbleweed). Click on "/dev/sda" in the left column (or whatever disk you are using).
