It looks strange that the Online medium does not provide the package to install. In my view the Online media do provide all packages whereas the media based upgrade uses a local medium, which most likely does not have all the packages.
No this is correct, I believe it is the error you see if you are using an online installation medium but don't configure any repositories.
The online installer / updater is designed to be a small download so it just contains the installer and not any packages, then during installation you point it directly to the repo of your chosen OS, this is great for smaller installs because it means you only download the packages you need not everything on the DVD.
