Not that I was affected by this (yet), but maybe a 'auto-decline-bot' that declines SRs not referencing a bug and/or swamp id might be in order and give sufficient / fast enough feedback to not have people believe it is not looked at.
The 'decline' message of course should contain a link to the Maintenance Portal, describing the entire workflow.
We may refuse all requests which don't come via the maintenance requests soon.
