It should resize it - please file a bugreport with the failed log files.
installed 10.3 beta 1 32 bits in the hard drive (upgraded from 10.2). I used the resizing tool in other system with beta 1, and it worked fine (chipset AMD 8111/8131). I mean it could be a problem with the ahci driver.
Please file it as bug and let's see what the developers say.
