I would like to submit a new package/feature to OpenSuSE, and I'm at the point where I believe I need to get input from this list.
Project name/description: ipmiutil - An easy-to-use IPMI management utility IPMIUTIL performs a series of common IPMI management functions to allow administrators to perform management functions without a learning curve. It can gather FRU inventory data, SEL firmware log, sensors, watchdog, power control, health, monitoring, and has an SOL console. It can write sensor thresholds, FRU asset tags, and supports a full IPMI configuration save/restore.

My question is about next steps.
The proposed Factory project for ipmiutil would be systemsmanagement:wbem, which is the same location as ipmitool, but please comment if there is a more appropriate project.
After that, I'm not sure if I should open a feature request via OpenFATE, or is there another step before that?

You're 90% done, assuming you picked the correct devel repo. See http://en.opensuse.org/openSUSE:How_to_contribute_to_Factory So once it is submitted to the systemsmanagement:wbem devel project, then you just need to submit it from there to factory. OpenFATE is not involved, and I would say the email you sent qualifies as the factory notification email.
