My question is about next steps.

The proposed Factory project for ipmiutil would be systemsmanagement:wbem, which is the same location as ipmitool, but please comment if there is a more appropriate project.

After that, I'm not sure if I should open a feature request via OpenFATE, or is there another step before that?

You're 90% done, assuming you picked the correct devel repo. See http://en.opensuse.org/openSUSE:How_to_contribute_to_Factory So once it is submitted to the systemsmanagement:wbem devel project, then you just need to submit it from there to factory. OpenFATE is not involved, and I would say the email you sent qualifies as the factory notification email. The owner of systemsmanagement/wbem should have made you maintainer of the package - and then you would have the rights to do this...
