No, its the other way round - for user connections, you can obviously not store it system wide, but for system connections you can choose on which level to store the credential. I have just verified it ... This is e.g. useful when you deploy a laptop, but provide the credentials independently. You could also store the credentials e.g. on a smartcard (although this is not implemented AFAIK).
