Yes, it would! It works both ways: Install testbool (NetworkManager) first, or testbool-C (openvswitch) first, testool-A (NetworkManager- ovs) wil be pulled in either way during the transaction when the second package is being installed.
You apparently deinstalled "testbool" after installing it the first time. That part was missing in your log. Therefore I assumed that it was still installed when you ran "zypper in testbool-D", and wondered why "testbool-B" wasn't pulled in. It would have been if testbool had still been installed.
