Is this anything to do with being unable to logon as root?

In current factory/13.1 the root user is no longer in the "root" group
but in the "users" group..
id
uid=0(root) gid=100(users) groups=100(users)
all files created by root are therefore readable by the users group..
is this expected ? if so can someone point me to the rationale of this
change ?
