What is halfway German/English? If you look at http://l10n.kde.org/stats/gui/stable/de/index.php you will find German KDE is pretty much 100%. So either you spread nonsense or managed to break your installation.
So why (just for one example) is the tip of the day in English, while most Applications and the Menus are German? In older Versions, the tips of the day were German as well. I don't know more examples by hand, but I can collect a gallery for you if you wish. Regards, Ulrich
