They do, more or less. As I said, anything in the same continent is close :-) I remember a problem years ago, when they had to consider that South America is not the same continent as North America, because the pipe is not big enough. It can be measured by actual download speed by clients. Maybe YaST/zypper could send back performance data to mirrorbrain.
