That's going to far, IMHO. You should at least give reader some hint what to expect, e.g. if it's only a bugfix release or if it brings some incompatible changes of behaviour or config file syntax or semantics, if it fixes some critical (possibly security) bugs etc.
This seems to be good idea, the use of common sense and avoid bad attitude (laziness). Cherry pick bug fixes and new interesting features and ALL actions related to package itself in obs.
