What I've seen was a general announce of the new XFCE 4.16 release so hopefully it will be available next also in Tumbleweed!
Lots of the 4.16 stuff is already in X11:xfce:next. So I expect it soon to be submitted to Tumbleweed as well.
In the meantime if you're keen or have a spare testing machine you can try 4.16 out from xfce:next: https://build.opensuse.org/project/show/X11:xfce:next
Or even xfce:rat which pulls off directly from Git: https://en.opensuse.org/Xfce_repositories#Installation
