There is the selinux-policy package. Install it on Tumbleweed, enable SELinux in enforced mode, and look what works and what does not. Check why things are broken and submit a fix for the selinux-policy package. It's like with any other openSUSE package.

No, SLES has only the toolchain, but no policy. You need to bring your own policy if you want to use SELinux on SLES.
