It's only ever been available *after* the initial installation and after the initial startup of the oS. But just to clarify what *I* mean: updates to what is being installed *has* always been in place - there is a question during the installation where you are asked if you want to do an update - but there has never been an option to *add* repos which could update what has been selected to be installed during the installation stage (if you see what I mean). Comment: I have never seen the need to do otherwise because providing such an option I imagine would result in chaos - akin to changing horses a number of time while mid-stream and while riding those horses side-saddle :-) .
