Stop right there, that will not be possible.
Tumbleweed will _ALWAYS_ be based on the latest release, there will not be a 11.3 Tumbleweed and a 11.4 Tumbleweed. Just "Tumbleweed".
So... just to be clear... if someone is starting with a base of 11.3, plus Tumbleweed... there should, in theory, be no need to reinstall/upgrade to 11.4? As long as this user keeps upgrading with Tumbleweed, they are current What about the other release specific repos that were a part of 11.3?
As was pointed out, you will need to change your "base" repos to point to 11.4. You will not need to change your tumbleweed repo pointer.

No, your first one would break in lots of interesting ways as it would not work when 11.4 comes out, or it might just not allow any future updates as the packages would be for a different "base" release.
So how do you "fix" that if you're using Tumbleweed on 11.3?
You change your base repo to point to 11.4, Tumbleweed will never be supported for any older release.
