That would work, but then you have the issue of getting the local mirror installed on an insular network without network connections I've done it, it's just a PITA. I'm only mentioning this because there are still valid use cases for optical disk distributions. I remember the 6-cd days too. If optical goes away, those affected will either adapt or go somewhere else. The question then becomes how many users will go elsewhere, and is it worth supporting a possibly small user base?
